The sweeping changes substantially adjust the financial qualifications required to participate, effectively opening the door to middle- and working-class families who previously found themselves earning too much to qualify for state-backed utility relief. Under the updated framework, roughly half of all households throughout New York State are now eligible to obtain assistance with their regular energy expenses.
During a Tuesday press briefing in Manhattan, Gov. Hochul emphasized the significance of extending support beyond traditional low-income thresholds. She pointed out that many hard-working families who never anticipated being able to tap into state assistance programs can now lower their regular living expenses through these adjusted qualification standards.
State officials noted that the financial relief provided by the Energy Affordability Program is substantial. Enrolled participants stand to save as much as $500 per year on their recurring utility expenses, offering a meaningful cushion against the high cost of heating, cooling, and powering homes across the state.
Prior to this latest expansion, approximately 1 million New York households were actively enrolled in the program. Those existing participants have collectively saved hundreds of dollars per month each year on their gas and electric statements, demonstrating the program’s ability to provide steady financial support.
While the governor highlighted the broader reach of the program this week, the updated income thresholds originally took effect in January. Downstate, a four-person household with an annual income of $162,000 or less is now permitted to enroll in the Energy Affordability Program.

In upstate New York, the program incorporates adjusted financial ceilings that reflect regional economic conditions. Upstate families comprising four individuals can qualify for monthly billing reductions if their combined household earnings do not exceed $133,000 annually.
For upstate residents living in single-person households, including those whose energy services are supplied by utilities such as National Grid, eligibility begins at an income level of approximately $70,000. These regional demarcations ensure that aid is distributed in alignment with local financial dynamics.
The underlying structure of the Energy Affordability Program relies on state-established formulas designed to protect household budgets. The program's tiered discount levels are calibrated with the primary objective of ensuring that an average utility bill does not consume more than 6% of a household's total annual earnings.
Enrollment mechanisms have been designed to streamline access for New Yorkers who are already utilizing other public benefits. Families and individuals currently participating in qualifying state and local financial assistance programs will be granted automatic enrollment into the utility discount framework without needing to complete separate paperwork.
Conversely, households that become newly eligible strictly under the expanded income guidelines must proactively submit an application.
